On May 3, 2006, the Maine Freedom of Information Coalition conducted a
follow-up project to its November 2002 public records audit, testing whether
government's increased efforts to educate public officials about Maine's public
access laws have improved public access since 2002. Sigmund Schutz, a leading
expert on Maine's public meetings and records law, was asked to consult by the
Coalition on items to be requested by the auditors and is mentioned in the
