BIOGRAPHY

Andrew Landry practices with the firm’s Energy and Telecommunications Practice Group from the Augusta, Maine office. He brings a broad background in energy and utility law and corporate law to Preti Flaherty. Andrew previously engaged in private practice in Bangor and prior to that served as General Counsel to Bangor Hydro-Electric Company for many years.

Andrew has extensive experience representing utility clients on regulatory issues before administrative and regulatory agencies, such as the Maine Public Utilities Commission and the Federal Energy Regulatory Commission (FERC). He has also maintained a practice concentrated in corporate transactions, commercial finance, securities law and mergers and acquisitions.

Andrew is a member of the New England Canada Business Council and the Bangor Region Chamber of Commerce. 

REPRESENTATIVE MATTERS

While with Preti Flaherty, Andrew:

  • Served as counsel to a regional bank in connection with the commercial financing of the purchase of a hydroelectric generating facility.
  • As co-counsel to FairPoint Communication, won Maine regulatory approval to acquire the northern New England landline telephone assets of Verizon.    
  • Served as counsel to a Maine utility in connection with a $30 million line of credit facility to finance a major infrastructure project.

While practicing with a Bangor firm, Andrew:

  • Served as U.S. Counsel to a syndicate of international lenders in connection with $115 million term loan to a leading regionalaquaculture enterprise.
  • Assisted the developers of a proposed liquefied natural gas receiving terminal in Washington County, Maine to reorganize the ownership structure for the project.
  • Served as lead counselto a Maine bank in connection with the commercial financing of the restart of a renewable energy generating facility.
  • Served as lead counsel to a family owned restaurant and off track betting licensee in connection with the sale of these businesses to a major national gaming company for use as a casino site.
  • Served as borrower’s counsel to a hotel developer in connection with the $10 million commercial financing of a downtown Portland hotel.

While practicing as General Counsel to Bangor Hydro, Andrew:

  • Served as lead counsel to the company in dozens of Maine Public Utilities Commission matters including proceedings relating to revenue requirements, rate design, certificates of public convenience and necessity, merger approvals, asset sale approvals, fuel cost adjustments, marketing programs, purchase power contract restructurings, rulemakings and many other matters.
  • Served as the company’s lead negotiator in Regional Transmission Organization negotiations and as alternate representative the NEPOOL Participants Committee.
  • Served as counsel to the company in connection with SEC and NYSE compliance matters, corporate governance matters, including Sarbanes-Oxley compliance, and numerous financing and transactional matters.
