Virginia E. Davis has been involved with environmental law issues for more
than 20 years. She brings significant hands-on experience and valuable insight
to the firm's Environmental Practice Group from former positions as counsel to
the Natural Resources Council of Maine and the Maine State Housing
Authority.
A key player in the licensing of most of the major development projects in
Maine over the past two decades, she has provided extensive guidance and
leadership to project licensing teams seeking permits for large and small
projects under Federal, State and local statutes. She counsels clients regarding
regulatory requirements and solutions, and assists with issues pertaining to
legislative and regulatory advocacy and compliance.
Ginger has secured environmental permit approvals for major energy and
transportation projects in the face of organized and vociferous opposition. She
enjoys helping clients devise strategies for identifying and addressing
environmental issues successfully and efficiently. A proponent of teamwork well
before the concept became popular in management circles, Ginger works with
clients and others to solve problems in ways that best serve clients' needs.
She has substantial experience with environmental audits and assessments,
including preparation of environmental opinion letters for large, complex
financings. For a major Maine financial institution she successfully developed
management policies and procedures that allowed loan officers to determine
whether a potential borrower was in compliance with environmental regulations.
Her procedural outline became a model for other banks throughout Maine.
Ginger was recently selected by her peers for inclusion in Woodward/White's
The Best Lawyers in America 2008 edition.
As counsel to the
Maine State Housing Authority, Ginger was in charge of its legal affairs and
oversaw its bond financings. As counsel to the Natural Resources Council of
Maine, she oversaw legal initiatives, including court actions as well as
legislative and administrative strategies.
Ginger has developed
comprehensive experience with air, water and land use laws and has a special
appreciation of the views held, and strategies used, by environmental public
interest organizations. She is a regular speaker on environmental law at
national and regional trade and business conferences, seminars and workshops,
and is a member of the Kennebec County, Maine State and American Bar
Associations. She currently serves as President of the Maine State Bar
Association.
Born in Orange, New Jersey, Ginger graduated from Skidmore College and earned
a master's degree at the University of Denver. She graduated cum laude from
Seton Hall Law School in 1974, and served as clerk to Associate Justice
Frederick W. Hall of the New Jersey Supreme Court. She joined Preti Flaherty in
1986.
She lives in South China with her husband, James C. Pitney, Jr.,
also an attorney with the firm, and their three children.
